    PT. PRPP Central Java is one of the BUMD of Central Java Province that manages the PRPP and Grand Maerakaca areas. As a BUMD PT. PRPP Central Java has an obligation to pay dividends to the Central Java provincial government. In the period 2012-2015, PT. PRPP Central Java is still not able to provide dividends to the Central Java Provincial Government. The purpose of this study is to determine the effectiveness of the management of PT. PRPP of Central Java and the factors that caused PT. PRPP Central Java has not been able to provide dividends to the Central Java Provincial Government.The research method used is qualitative research with data collection technique that is observation, interview, document, and audio-visual material. Informant in this research is board of PT. PRPP Central Java, employees of PT. PRPP Central Java, Head of Sub Division of PID and BUMD of Central Java Province, and the people of Semarang City.The results showed that the effectiveness of PT. PRPP Central Java has been quite effective seen from the three indicators of quality, productivity, and growth. Factors that cause PT. PRPP Central Java has not been able to provide dividends to the Central Java Provincial Government is the change of management from the foundation to the form of Limited Liability Company, limited working capital for the development of the company. Recommendations that can be addressed to PT. PRPP Central Java is to maximize the assets of PRPP and Grand Maerakaca by building new facilities and organizing interesting events

    Regional splitting is a part of important things common way in any democratic countries such as Indonesia as the form and impact caused by decentralisation. Regional splitting is one of the way to increasing the public service in the purpose of creation for welfare society.The plan of regional split for west cilacap which discussed on this thesis. The writer will trying to describe how the political dynamic that occur in west cilacap regional splitt process. Start from how the political actor and organization in kabupaten Cilacap designing the plan of regional split for west cilacap could make a dynamic political constelation between them.This thesis, using a qualitative metodh with many technic such as observation and interview with many stakeholders which participating in the plan for west cilacap regional split and also using study documentation to collect some documents related to this thesis. Data analysis technique used by writer is data reduction where the writer sorting, simplifying, and transform the data obtained in the field.The results of this thesis shows the dynamics of the political forces in the District Cilacap influenced by political actors and organizations in the District Cilacap

    Program of active standby village and active standby urban village are development from active standby program that is launched by The Ministry of Health Republic of Indonesia. The core idea of this project is empowering society so they want and be able to solving health problem. The aims of this research is to describe the difference in successful implementation of active standby village and urban village program in Nyalembeng and Gambuhan Village, Pulosari Sub-district, Pemalang Regency of the year 2015. Beside that, this research also aims to identify any factors that causing difference in successful implementation active standby village and urban village program in Nyalembeng and Gambuhan Village in 2015.The method of the research that be used is qualitative approach with collecting data technic consist of observation, interview, and documentation. Informants in this research are Head of Section of Health Promotion and Health Care Insurance of Public Health Pemalang Health Department, Head of Nyalembeng and Gambuhan Village, Midwife of Nyalembeng and Gambuhan Village, Head of FKD (Village Health Forum) Nyalembeng and Gambuhan Village, Health Cadre of Nyalembeng and Gambuhan Village, and also society of Nyalembeng and Gambuhan Village.The result of the research showed that the implementation of active standby village and urban village program in Nyalembeng Village of the year 2015 have been running optimally. The implementation that have been optimally running was supported by existing resources whom have already adequate to supporting the implementation of active standby village and urban village program in Nyalembeng Village. While, the implementation of active standby village and urban village program in Gambuhan Village have not optimally running yet caused by less adequate resources which hamper the implementation of active standby village and urban village program in Gambuhan Village

    The number of tobacco industry in Kudus Regency is more lessen. This decrease in the number of tobacco industries and the amount of production is considered a success of the government suppressing the Tobacco Industries. This condition leads to employee layoff and causing them to be an unemployed. In accordance with government regulations in term of Tobacco Excise Revenue Sharing Fund management, it is used for funding group activities, one of them is social development programs. Ministry of Labor, Industries, Cooperatives and SMEs of Kudus Regency as the recipient of the allocation fund, carry out duties and authorities for the community around the tobacco industries. This training program is also held for former tobacco workers in order to reduce unemployment and to prompt the economic growth through work abilities and skills training program.This research was conducted by using qualitative research method. Data collection used in this research is by interview, observation and documentation with the Ministry of Labor, Industries, Cooperatives and SMEs of Kudus Regency and Lecturer Faculty of Economics Muria Kudus University.The results show that the implementation of the training programs still not according to former workers and the community around the tobacco industries needs to manage the Tobacco Excise Revenue Sharing Fund. The lack of cooperation between tobacco industries and the government regarding data of number of companies that are still active, number of labor and no renewals of data of production. The government run the training programs without regarding the need of instructions and technical guide of the program implementation. The government refers more to the budget which has been set to run the training programs.The government could make an instruction of the training program implementation, even though its implementation is exactly similiar for every year. The government needs to cooperate in order to record who has been layoff from the tobacco industries to join the training programs. The community around the tobacco industries have to take the advantages to develop a private business

    Analisis pemerintahan dalam pelayanan publik dengan sistem informasi desa dan kawasan pemalang (SIDEKEM) studi kasus di Kecamatan Ulujami Kabupaten Pemalang memiliki tujuan untuk menjelaskan alasan keberhasilan Kecamatan Ulujami dalam menerapkan sistem SIDEKEM, hambatan Kecamatan Ulujami untuk menerapkan sistem SIDEKEM dalam pelayanan di kantor desanya, peran PUSPINDES terhadap keberhasilan tersebut dan yang terakhir respon yang dirasakan masyarakat pengguna layanan di Kecamatan Ulujami terkait penerapan sistem SIDEKEM tersebut.Metode yang digunakan dalam penelitian ini adalah Metode Penelitian Campuran dengan Strategi Embedded Concurrent, dimana pengumpulan data kualitatif dan kuantitatif dilakukan dalam satu waktu. Dalam memperoleh data, peneliti melakukan wawancara pada Dinas Pemberdayaan Masyarakat dan Pemerintahan Desa Kabupaten Pemalang, Pusat Pemberdayaan Informasi dan Desa (PUSPINDES) Kabupaten Pemalang, kantor Kecamatan Ulujami serta menyebar kuesioner kepada masyarakat di wilayah Kecamatan Ulujami. Peneliti juga menggunaka data sekunder dari data dokumen tentang SIDEKEM dan sumber kepustakaan lain seperti buku dan jurnal.Penerapan SIDEKEM membawa Perubahan pada kinerja pemerintah dan berdampak bagi masyarakat. Adanya sistem SIDEKEM tidak hanya bertujuan untuk meningkatkan kualitas pelayanan kantor desa di Kecamatan Ulujami namun juga memudahkan masyarakat untuk mendapatkan kebutuhan surat menyurat dari kantor desa karena sudah berbasis teknologi. Akan tetapi kendala utama penerapan sistem SIDEKEM adalah kemampuan sumber daya manusia dalam menggunakan sistem SIDEKEM di pelayanan kantor desa dalam hal ini adalah perangkat desa sehingga menyebabkan masih terhambatnya proses pelayanan, serta ketidakdisiplinan perangkat desa dalam mengikuti pelatihan yang diselenggarakan PUSPINDES, kemudian dilihat dari respon masyarakat sebagai pengguna pelayanan kantor desa di Kecamatan Ulujami mengenai sistem SIDEKEM, sistem SIDEKEM mampu memberikan dampak positif meskipun sebagian besar masyarakat menyatakan “tidak tahu” terkait sudah berlakunya sistem SIDEKEM dalam pelayanan di kantor desa, dan masyarakat tidak merasakan perbedaan yang signifikan karena pada dasarnya Perubahan sangat terasa masih di pemerintahan desanya saja

    Proverty is the main problem for developing countries. Every year, poverty is seriously highlighted since it causes hindrance for countries to advance. Today, not only rural areas have the problem, but urban areas or big cities as well. Semarang is not excluded. Based on data released by BAPPEDA Semarang, in the year 2015 the number of the poor in Semarang is 114.939 families or 367.848 individuals. This urges Semarang city government to issue a proverty reduction policy. One of the programs of the policy is collecting data of the poor and tagging them by giving Kartu Identitas Miskin, an identity card only for the poor. Kartu Identitas Miskin or KIM to identify the poor is used as reference for all proverty reduction programs in Semarang. Poverty reduction program in Semarang should base its execution to the collected data. This expects the program to reduce poverty is right on the target. The focus of this research is the implementation of the poverty reduction policies in Semarang city through KIM. The program execution is started with identify and verify the data of the poor every two years. This has been held in 2009 and continuing. The next step is executing the program which is planned based on the data. Satuan Kerja Perangkat Daerah (SKPD) is the executant. Author conducts research on the implementation process of poverty reduction programs done by Department of Health and Department of Education in Semarang as samples. Author finds that SKPD doesn\u27t fully refer to KIM beneficiaries in implementing the programs. Jaminan Kesehatan Masyarakat Kota, a health insurance for Semarang citizen provided by the government, can only be accessed with Surat Keterangan Tidak Mampu (SKTM), a certificate for people at economic disadvantage, even for people whom already have KIM. Lack of socialization process to the citizen makes a lot of information biases about the procedure and how to use KIM. Besides, author also finds that the enumeration of the data is not entirely valid and accurate. The officers doing enumeration still use their own subjectivity in registering the beneficiaries. Semarang government needs to do more efforts to improve KIM program, started with giving more control in identification and verification process. The validity of the collected data will lead the implementation right on the target

    Dalam rangka peningkatan persepsi dan partisipasi masyarakat dalam pembangunan diperlukan suatu pendekatan atau metode, untuk meningkatkan peran serta masyarakat dalam proses pembangunan yang bersumber dari masyarakat itu sendiri. Pembangunan desa dimaksudkan untu membantu dan mengacu masyarakat desa membangun berbagai sarana dan prasarana desa yang diperlukan, langkah atau kebijakan yang akan diambil oleh pemerintah dalam melaksanakan pembangunan perlu diletakan dalam suatu kesatuan dengan daerah penyelenggaan pembangunan desa tidak terlepas dari kesadaran setiap penduduk yang tinggal di Desa tersebut, partisipasi dari masyarakat merupakan suatu syarat yang dapat menjamin keberhasilan pembangunan yang pada hakikatnya pembangunan desa adalah susatu proses modernisasi yang mengantarkan masyarakat, Bangsa dan Negara Indonesia kearah penghidupan yang lebih baik di masa depan. Dalam mewujudkan pembangunan di desa khususnya pembangunan di desa secara swadaya, partisipasi atas kemauan sendiri lebih di butuhkan dari pada partisipasi masyarakat desa secara swadaya. Penelitian ini dilaksanakan di desa Tanjungrejo dan desa Plangitan.Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kuantitatif kualitatif yang dilakukan dengan menyebar angket dan wawancara mendalam serta observasi langsung di lapangan agar di dapatkan gambaran secara langsung tentang keadaan yang ada di lapangan atau tempat penelitian tersebut. Hasil penelitian yang diperoleh menyatakan bahwa secara umum persepsi dan partisipasi masyarakat Desa Tanjungrejo dan desa Plangitan dalam pelaksanaan program pembangunan yang ada di desanya sudah tergolong baik. Namun demikian masih terdapat faktor-faktor yang menjadi hambatan partisipasi dari masyarakat Desa Tanjungrejo dan desa Plangitan seperti persepsi yang negative terhadap pembangunan desa, kekecewaaan terhadap program yang tidak berjalan, dan hasil pembangunan yang kurang memuaskan

    Perum Perhutani sebagai BUMN yang mengelola hutan negara memiliki tanggung jawab sosial kemasyarakatan (corporate social responsibility). Sebagai bentuk tanggung jawab sosial, Perum Perhutani membuat Sistem Pengelolaan Sumber Daya Hutan Bersama Masyarakat (PHBM). Sistem ini merupakan upaya pemberdayaan masyarakat desa hutan sebagai mitra sehingga masyarakat dapat mandiri dan sejahtera. Lembaga Masyarakat Desa Hutan (LMDH) Aman Sentosa dan LMDH Wonosari Lestari adalah LMDH turut bekerjsama dalam PHBM dengan Perum Perhutani KPH Pati. Pada Tahun 2016, hasil evaluasi menunjukkan LMDH Aman Sentosa berada pada kategori LMDH mandiri sedangkan LMDH Wonosari Lestari berada pada kategori LMDH muda. Adapun tujuan dari penelitian ini adalah untuk mengetahui implementasi pemberdayaan PHBM di kedua LMDH tersebut dan mengetahui faktor pendorong dan penghambat implementasi pemberdayaan tersebut.Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data yaitu wawancara dan studi dokumen. Informan pada penelitian ini adalah Staff Divisi PHBM Perum Perhutani KPH Pati, Ketua LMDH Aman Sentosa, Ketua LMDH Wonosari Lestari, Sekretaris LMDH Aman Sentosa, sert Sekretaris LMDH Wonosari Lestari.Hasil peneltian menunjukan bahwa implementasi pemberdayaan yang dilakukan melalui Sistem PHBM di LMDH Aman Sentosa sudah mencakup pemberdayaan bina manusia, bina kelembagaan, bina USAha, serta bina lingkungan. Faktor yang mendorong serta menghambat implementasi pemberdayaan di LMDH Aman Sentosa dan LMDH Wonosari Lestari adalah komunikasi, sumber daya, stuktur organisasi, dan disposisi. Rekomendasi yang dapat diberikan untuk Perum Perhutani meninjau kembali peraturan yang mengatur proporsi sharing tanaman kehutanan. Rekomendasi yang dapat diberikan untuk Perum Perhutani Perum Perhutani KPH Pati adalah agar lebih banyak melakukan sosialisasi serta intensif menarik pihak ketiga

    On December 9, 2015, for the first time, the Government holds simultaneous region headelection in 264 regions, one of all is Semarang. The most important thing in the election ofMayor and Vice Mayor is participation from all local citizens who already have voting rightsincluding the voters with a disability.This research aims to know the forms and factors that influenced the politicalparticipation of person with disability in Semarang on the Mayor and Vice Mayor election ofSemarang in 2015. The method used in this research is a combination quantitative research andqualitative research method, with the techniques of data collection is questionnaires andinterviews. To determine the sample is used accidental sampling, and to determine the subject ofresearch is used purposive sampling. The result showed that there were some forms of politicalparticipation of person with disability are joining the campaign, supporting a particularcandidate and became a participatory supervisor. Meanwhile, the factors that affect the politicalparticipation of person with disability, including data entry, socialization, facilities andaccessibility.The recommendations that can be done by KPU Kota Semarang is doing socializationseparately, present an interpreter when socialization, and ensure the tools for disability on theballot. The recommendation can be done by the family of the person with disability is not hidingtheir family members with a disability. And the recommendation that can be done by LocalGovernment is improving the database of disability
